Firearms – Right to Carry
Pennsylvania is an “Open Carry” state, which means that certain non-felons can openly carry firearms upon any public street or public property without a license, except in “First class” cities such as Philadelphia. But be careful because Pennsylvania law requires everyone who carries a firearm in a vehicle or concealed “on or about” their person, to have a permit. Even though you may think you are openly carrying your gun in your waist band with the butt of the gun partially visible, courts in Pennsylvania have held that partial concealment is still concealment, and therefore requires a permit.
